The department is responsible for organizing, monitoring, and developing cultural relations between the university and other universities, whether they are local, Arab, or international, as well as research centers. The department also organizes the university's participation in scientific and artistic conferences and exhibitions, negotiates scientific cooperation agreements after coordination with relevant scientific.
Vision:
The Department of Missions and Cultural Relations at the University of Babylon aims to establish local and international academic, cultural, and administrative exchange principles with diverse educational institutions. Efforts are made to network with donor agencies to design developmental projects that benefit the university and the community. The department also strives to maintain relationships with other Arab and international universities through communication, exchange, and membership in global scientific and humanitarian organizations. Collaboration with top global higher education and research institutions is sought to elevate the academic level of the university.

The objectives:
The objectives of the Department of Scholarships and Cultural Relations are as follows:
-Foster collaborations with Arab and global academic institutions to align with the university's internationalization strategy.
-Establish legal partnerships with outstanding foreign universities and institutions to serve mutual interests.
-Promote knowledge and cultural exchanges with foreign higher education institutions.
-Develop ongoing scientific collaborations with Arab and international universities to enhance programs and curricula.
-Maximize the benefits of international intellectual relations and cultural agreements.
-Sustain local and international partnership agreements.
-Strengthen academic community relations for research project support and funding.
Future Objectives:
The Cultural Relations Department serves as a vital link between the university and the local, Arab, and international communities. By fostering collaboration in higher education, scientific research, and cultural exchange, the department helps Iraq become a leader in the sciences. To achieve this goal, the department focuses on four key objectives:
-Directly engaging with regional and international organizations to promote university programs, training, conferences, and exhibitions.
-Establishing rules and regulations for relationships with international universities, institutions, and organizations.
-Providing professional development and protocol training for department staff and university leadership.
-Offering workshops on ethics, anti-corruption, and regional and international politics in coordination with the Foreign Service Institute.
