Department of Administrative and Financial Affairs

Department goals:

1-Preparing the university’s staff, controlling its movement, and ratifying it annually with the Ministry of Finance in accordance with the controls and instructions in force.

2-Granting job benefits to university employees represented in (legal promotion/annual allowance/normal and sick leaves/pregnancy and childbirth leave/maternity leave/marital accompanying leave/study leaves.)

3-Providing the university formations with the required job cadres through (appointment / re-appointment / transfer/placement) to ensure the continuation of the educational process

4-Formation of the various committees (audit / technical / follow-up of completion / purchases / pricing / moderation of prices / examination and receipt.)

5-Develop the annual plan for granting study leaves according to the needs of the university and its formations in accordance with the controls and in coordination with the Studies and Planning Department.

6- Setting the annual plan for training employees and involving them in specialized courses, in coordination with the Continuing Education Center.

7-Granting the university’s employees the legal benefits of submitting higher certificates and providing the minimum period resulting from obtaining the higher certificate and scientific promotion from the rank of teacher to assistant professor and from the rank of assistant professor to the rank of professor in accordance with the regulations.

8-Preparing the regulations and controls related to the public job and implementing the laws and instructions in force.

9-Follow up the implementation of ministerial orders related to legal powers and grant them to the relevant authorities.

10-Granting university employees books of support according to the series of references and instructions in force.

11- Issuing university orders to extend the services of teachers in accordance with the regulations.

12- Follow-up on the movement of university staff through (retirement/resignation/promotion of registration / transfer without the degree / transfer with the degree)

13- Granting five-year vacations in accordance with the regulations and instructions in force

14-Granting academic titles (assistant teacher / teacher) obtained from obtaining higher degrees

15-Calculating certificates, changing and accelerating job titles in accordance with the controls and instructions in force.

16-Seconding the services of faculty members to private colleges in accordance with the regulations and instructions in force.

17-Providing all commodity and service requirements and fixed assets and overcoming all difficulties for the faculties and departments of the university presidency.

18- Contribute to drawing up plans to ensure the achievement of the university's long and short-term goals.

19-Preparing digital financial reports that help senior management to take appropriate decisions through numbers.

20- Identifying post-implementation deviations from the plan and assisting senior management in identifying appropriate procedures to address and correct them.

21-Developing the financial cadre and how to prepare the general budget for the coming years.

22- Continuous work to spend all sections of the budget to achieve the highest rate of disbursement.

23- Achieving the highest percentage of completion in the budget disbursement process during the fiscal year.

24- Exchange of information and recent developments with universities in financial management.

25-Choosing the most competent in financial and accounting work in financial management .

26-Providing all financial and accounting information to all colleges, centers, and departments in addition to consulting offices and involving them in all developments taking place.

27- Designing effective accounting systems in accordance with international standards to reduce manifestations of mismanagement and to preserve public money.


The Department of Administrative and Financial Affairs has 12 official departments and three units:

A- Staffing Unite :

1-Issuing university orders to transfer the services of our university affiliates (teachers and employees) (inside the university/to and from our university

2-Issuing university orders to place our university employees (Researchers and employees) (inside the university / from and to our university.

3-Overtures to all colleges regarding placement and transfer of services.

4-Overtures from the Ministry of Higher Education and Scientific Research regarding placement and transfer of services.

5-Overtures from all universities regarding transfer of services and placement

6-Providing the Employment and Owners Division with service transfer and placement statistics for all previous years

7-Circulars of the Ministry of Higher Education and Scientific Research for all faculties regarding transfer and placement

8-Preparing the readings for the president of the university and the administrative assistant regarding all of the above

9-Issuing university orders for appointment and re-appointment at our university (teachers and staff

10Issuing university orders assigning a daily wage to our university

11-Undergraduate recruitment for the members of the presidency of our university

12-Providing the Division with appointment and re-appointment statistics for all previous years

13-Answering the circulars of the Ministry of Higher Education and Scientific Research

14-Preparing appointment, re-assignment, daily wages and installation surveys

15-Providing the Ministry of Higher Education and Scientific Research with statistics of the top

16-Issuing university orders to renew contracts in accordance with Cabinet Resolution No. 315 of 219

17-Work on electronic systems, the system for appointing the firsts, the vacation system, the activities system


B- Staffing Unite :

-Follow-up and audit of all variables for research and career cadres such as (transfer / promotion / political dismissal / change of job titles / appointment and reset) documented and archived electronically.

-Issuance of university orders for staff and researchers

-Preparing no-objection grant books for postgraduate students and following up on the fulfillment of all conditions.

- Issuing university orders for granting the scientific title (Teaching assistant) (lecture ) on the basis of the master’s and doctoral degrees for university employees.-Issuing university orders to change job titles according to Law (13 of 212) for university affiliates

-Statistics awarding scientific titles for previous years.

-Work on the electronic angel system, the firsts information system, the electronic leave system, and the activities documentation system.


c. The Upgrades Unite:

-This unit is concerned with issuing university orders for promotions to all university and college affiliates, including faculty and staff

-Preparing the minutes of the Central Promotions Committee for the purpose of ratification by the administrative assistant and the president of the university and submitting them to the Ministry of Higher Education and Scientific Research for the purpose of ratification by His Excellency the Minister

-In addition to checking the extent of the employee’s entitlement to the bonus and promotion in terms of completing a full career year to grant him the bonus, the presence of a vacant position, completion of the prescribed period, proving the employee’s ability to occupy the position to be promoted, and issuing university orders for that

-Issuing university orders for bonuses for the employees of the Presidency of the University according to the electronic promotion system.


D- The unit's organizational structure and tasks

-Issuing university orders to establish (faculties / departments / departments.

-Preparing the scientific structure of the university (faculties and the presidency of the university.

-Follow up on changing job titles according to the Martyrs Foundation Law

H-political expulsion unit

-Receipt of ministerial mail and implementation of inclusion decisions in the Political Expulsion Law No. 24 of 25.

- Checking the double political expulsion decisions for the duration of the political expulsion and determining the illegal period for the purpose of submitting it to the committee for calculating the period of political expulsion and

-Implementing suspension decisions and following up on their response to the Ministry and save private information in the political expulsion system


I-Employees Affairs Department

-The work of the personnel department can be illustrated in tasks related to employees, such as assigning them certain tasks such as committees, dispatching, transfer orders, job

-Issuing letters of thanks and appreciation to employees as well as orders

-Termination of the employee’s service in accordance with the provisions of Civil Service Law No. 24 of 196 due to leaving work/death / resignation in addition to

-Issuing letters to address official institutions outside the university, as well as issuing leave orders for employees


J- Teaching Affairs Division

-The role of the functional staff can be mentioned in the main nucleus of the university, where the special unit for researchers affairs at the university performs several tasks, including issuing assignment orders.

It has many tasks in the university, including the responsibility of a department, center or unit in the university, as well as issuing university orders to waive or exempt from the job or the committees assigned to it.

-Issuing books of thanks and appreciation for teachers and

- Retired faculty members in accordance with the provisions of Civil Service Law No. 24 of 196

-Receiving applications from teachers wishing to obtain a license of all kinds

-Issuing official books for researchers' state institutions and applying transfer, retirement, and vacation controls for researchers at the university


H- retirement department

- The department includes receiving retirement requests, issuing controls for the specified retirement age, and organizing statistics on the numbers of retirees when they reach the legal age, in accordance with the provisions of the Unified Retirement Law No. 9 of 214 and university service. Law No. 23 of 28 regarding benefiting from the experiences of retired and non-retired persons to work as a senior expert or chief expert based on the general regulations of the Council of Ministers and granting them a salary bonus for the last service in their honor. Efforts at the university , also includes issuing books related to extending the service period for the affiliate in the event the university desires to benefit from his experience and competence at the university


F- Financial Archives Division

Working on the online financial document system (general journals, expenses, secretariats, revenues, matching bank statements, advances) and posting exchange documents and entry documents first-hand, and preparing trial balances and monthly tables


N- Salaries Division

-Work on the online payroll system

-Settlement of monthly salaries in approved banks

-Preparing salaries, completing variables, completing monthly deductions schedules, reward statements, promotion teams, completing financial retirement forms, payroll advances statements, transferring financial allocations, completing the last salary certificate, following up on the social status form


M-Investment Plan Section

Collecting and preparing the annual plan for the university's investment projects and sending it to the Studies, Planning and Follow-up Department for approval by the Ministry and sending it to the financial affairs.

Preparing the annual and five-year plan for all faculties of the university, monitoring its implementation and correcting deviations to reach the goals set for the university by preparing bi-monthly, monthly and annual reports in addition to daily reports that document the activities and activities of the university. Faculties and departments concerned

Preparing the annual, semi-annual and monthly reports of the university on the projects that have been implemented in the manner of implementation and honesty, and the percentages of completion for each project.

Preparing the executed agendas, calculating completion rates, and responding to the inquiries of the Federal Office of Financial Supervision.


l- Ministerial Finance Division :

The work of this department can be summarized in a task

Collecting all financial revenues from university centers and departments related to production and service work, such as magazines, centers, research and service departments at the university, and distributing those revenues to university employees after verifying the necessary conditions for receiving annual revenues.


T.Financial Planning Division

- Preparing the university’s estimated budgets

-Conducting transfers to fill the deficit in the budget sections with the Ministry of Finance

-Funding the university for salaries, operating budget and investment plan for each month

-Attending meetings, discussions and workshops on operating budget instructions with the Ministry of Higher Education and the Ministry of Finance

-Follow up on books and instructions related to colleges and the ministry


O- Financial and Budget Department:

Financial and Budget department includes many tasks, including

-Checking and signing all exchange documents, trusts and revenues, Keeping all documents and monitoring them in an accounting record to provide allocation before each financial disbursement process and respond to university documents issued by colleges.

-Signing all the analytical statements and salaries and supervising the salary distribution process .


Z- Central Warehouse Division :

Supplying stationery materials, tools, computer equipment, office and electrical materials to departments and centers of colleges and universities, receiving consumables from departments and working on the warehouse system .
