Powers conferred upon the Chancellor of the University of Babylon

The University Chancellor occupies the highest position in the university, and he works under the direct supervision of His Excellency the Minister of Higher Education and Scientific Research of Iraq. The Chancellor provides strategic guidance for the leadership of the University of Babylon in accordance with comprehensive quality standards and in a manner that serves the higher interest and continuous improvement and development of support plans. Therefore, in order for the Chancellor to be able to embody the role entrusted to him by the Iraqi government, it was necessary to provide executive powers at several levels, including academic, administrative, and financial powers.The academic powers of the Chancellor include examining and approving the minutes of college council meetings, issuing approvals of academic sabbatical for faculty staff members both within the country and abroad (in accordance with the University Service Law), issuing approvals of third extensions for postgraduate students, following up the progress of educational and scientific research at the university, and granting fellowships (in accordance with bilateral agreements signed by the university) and study leaves for associates to complete their studies both within the country and abroad. Other aspects involve deciding upon the proposals of establishment or closing of colleges and scientific departments at the University Council, endorsing the minutes of the central scientific promotion committees and committees of authorship, consolidation, and translation, signing mural certificates for graduating students, and entering into scientific and cultural agreements of cooperation with various universities and scientific institutions worldwide. With regard to administration, the Chancellor has the authority to decide upon the employment, leaves, exchange, and transfers of administrative and academic staff members at the university in light of the academic regulations and available financial coverage. This may involve cases that are within the country itself or abroad, either way in accordance with the University Service Law and the regulations set by the University Council. Other powers include easing academic and administrative staff members into retirement whenever they reach the legal age according to the Civil Service Law. Any topics that fall outside the Chancellor’s authority are forwarded to the University Council for decision. Additional administrative powers include approaching various state departments (except for ministerial offices) in all matters related to the university, chairing the periodic meetings of the University Council, representing the university in official meetings inside and outside the country, and assigning university employees to different tasks demanded by the university’s work in accordance with the applicable university and civil service laws.


As for the supervisory role, the Chancellor has the authority to supervise all administrative activities that take place at the university. These activities include appointing deans, directors of institutes, and the heads of departments at the university and its formations, based on the recommendation of the college or institute and in coordination with the supervisory and scientific evaluation body (with the exception of directors of internal departments. Other aspects include accepting or declining the resignation of the staff members, issuing letters of appreciation for the university’s employees in return for their distinguished work, probating negligent employees by means of appropriate penalties (in light of the recommendations made by the University Council), and granting the university’s employees a regular leave for a period of three months and with a full salary in accordance with the provisions of the relevant laws in force.On the financial level within the University of Babylon, the powers of the Chancellor involve the approval of disbursement for all budget paragraphs of the university and its formations in accordance with the relevant instructions, implementing a rate of 20% of the powers granted to the Minister whilst not exceeding (100,000,000 ID) one hundred million dinars. The approval of disbursement is determined by the projects that have been outlined in the investment plan, as stipulated in the contracts signed with the university. This is in accordance with the implementation stages and after a recommendation from the engineering department, with no more than two billion dinars (provided that the limits of this authority are periodically fulfilled). The Chancellor has the power to grant incentive cash rewards which should not exceed (100,000 ID) one hundred thousand dinars for each case, as well as to propose the university’s budget and submit it to the Ministry after the approval of the University Council and the approval of referring the various undertakings and contracts related to the University’s activities and projects. The approval to purchase and import materials, equipment and devices necessary for the functioning of the University and its faculties falls within the scope of powers conferred upon the Chancellor, as well as the grant of cash rewards to non-university members in return for the services they provide in accomplishing the work and achieving the university’s goals whilst not exceeding (50,000 ID) fifty thousand dinars for each case, and the distribution of profits obtained from consulting offices and clinics at the university, according to the provisions of the University Consulting Clinics Law in function.
