On the occasion of the launch of the Arab Summit and in the presence of His Excellency the Minister of Higher Education and Scientific Research. Professor Dr. Amin Al-Yasiri, the esteemed President of the University of Babylon, participated in the inauguration of the headquarters of the Union of Arab Scientific Research Councils on the eve of the Arab Summit and on the sidelines of the fifth session of the Arab Economic and Social Development Summit held in the capital, Baghdad. In his speech, the Minister of Education emphasized that the return of the Union to Iraq represents a restoration of Baghdad’s leading role and the reaffirmation of its pioneering position, as it was the initiator in establishing the Union of Arab Scientific Research Councils nearly fifty years ago, thanks to its longstanding scientific history, prestigious academic institutions, and creative human resources. He pointed out that this step has received direct support from the Council of Ministers, which approved the recommendations of the Ministry of Higher Education regarding the return of the Union’s headquarters to Baghdad, the allocation of an Iraqi contribution covering 50% of the Union’s annual budget, and the facilitation of the Union staff’s work procedures through coordination with the relevant authorities. The Minister reiterated his full support for the work of the General Union of Arab Scientific Research Councils in Baghdad, paving the way for further joint research cooperation, exchange of expertise, and strategic partnerships that elevate the reality of scientific research to meet challenges and contribute to building an Arab future based on knowledge and innovation. Dr. Naeem Al-Aboudi called for transforming the Union’s headquarters in Baghdad into a compass for Arab research programs, a permanent platform for scientific dialogue, and a center for the integration of Arab minds in fields such as energy, technology, health, water, food security, and other shared strategic priorities. For their part, Dr. Abdel Majid bin Amara, Secretary-General of the Union of Arab Scientific Research Councils, and Ambassador Dr. Ali bin Ibrahim Al-Maliki, Assistant Secretary-General for Economic Affairs at the League of Arab States, praised the efforts of the Iraqi government and the Ministry of Higher Education and Scientific Research in facilitating the return of the Union’s headquarters to the Iraqi capital, Baghdad.
