Towards a Brighter Academic Future: Iraq’s Commitment to Scholarship Student Success

Professor Dr. Amin Al-Yasiri, President of the University of Babylon, participated in the proceedings of the First National Conference for Iraqi Scholarship Students, which was attended by His Excellency the Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, along with senior ministry officials, university presidents, heads of institutions, and a large gathering of scholarship students. During the conference, Dr. Naeem Al-Aboudi emphasized that the ministry has taken a set of strategic decisions reflecting its vision and mission to support scholarship students. These include: counting the period of study abroad towards academic promotion requirements, and canceling the postponement of contractual obligations for those on academic leave, with the aim of enabling scholarship students to maintain their connections with their research institutions and countries of study, and to enhance international cooperation. He also announced the formation of a high-level ministerial committee, chaired by the minister and including senior ministry officials, to follow up on the situation of returning scholarship faculty and to facilitate their assumption of academic positions in Iraqi universities. The minister stressed the importance of involving all returning scholarship faculty in teaching, supervision, and discussions in postgraduate programs, assigning the supervisory body to oversee the implementation of this decision, and selecting scholarship students to teach at the soon-to-be-established Colleges of Artificial Intelligence and Excellence at the University of Baghdad. He also tasked the Department of Studies and Planning with creating an electronic platform for direct communication with scholarship students. The minister called on universities to enable scholarship students to participate in scientific committees and to assign them to prepare specialized studies to address developmental challenges in Iraq, such as associated gas investment, improving water resource management, combating desertification and environmental pollution, and working towards sustainable cities. He confirmed that the annual evaluation of university leadership will partly depend on how well the potential and scientific capabilities of scholarship students are utilized. The conference activities included a statistical presentation on the number of scholarship students and their academic impact, delivered by the Deputy Minister for Scientific Research Affairs, Dr. Haider Abdul Zahid, as well as a speech by Dr. Hazem Abdul Razzaq, Director General of the Department of Studies, Planning, and Follow-up, on investing in the potential of scholarship students. There was also a dialogue session with the minister, during which he listened to the opinions of scholarship students regarding the challenges they face and ways to address them in light of the new decisions. For his part, the President of the University of Babylon expressed his confidence in the ability of scholarship students to create a qualitative shift in the academic and research environment by utilizing the expertise they gained abroad in research projects and development programs that meet the needs of the academic community and enhance scientific and cultural relations with international institutions. He affirmed that the scholarship program is not limited to knowledge transfer, but also contributes to building bridges of academic cooperation and exchanging expertise with global universities, paving the way for a more advanced and innovative academic future across various fields
