A library is a building or room containing collections of books, periodicals, and sometimes films and recorded music for use or borrowing by the public or the members of an institution; in software term, a computer library is a collection of programs and software packages made generally available, often loaded and stored on a disk for an immediate use; and the word library is derived from the Latin word Librarian (bookshop), and related to books from libber . The libraries are still the main pillars of any civilization, in which the value of a paper may reflect the attitude of a nation, its progress, and social maturity. This is because of the intellectual output of the information (secondary knowledge); and different types of libraries may exist.

       On the 25th April 1991, the University of Babylon started the composition of a nucleus of a library, which was interested in the provision of textbooks, references, and various periodicals to provide the opportunity for Teachers, students and researchers to keep update with the latest developments in the their field of competences, as well as to encourage students to follow the scientific research. It was the beginning of the central library of books and periodicals, to provide humanitarian and scientific books, references, and periodicals, of multi lingual nature, on print and soft versions (CD-ROMs). The updated collection is worth more than 32900 items; and the library continuously seeks to acquire more books, in various fields and disciplines of science and the arts
